Since the issue persists after performing all the T/S steps and as the Notebook is still under warranty, I suggest you contact HP Support and our Support Engineer should be able to Remote into your Notebook and sort this out

Well, after some time, the problem has returned. I thought we were good since I didn't hear the fan running constantly and the audiodg process wasn't running hot when I did hear the fan. I double-checked and confirmed that hardware acceleration is still disabled, but it's no longer helping. I guess I'll just wait for a new Realtek driver since that is what is needed to resolve. If someone can expedite that process it would be greatly appreciated.

Seems like the issue is finally resolved with the May 2019 update to the RealTek driver. No more fan/CPU issues. The driver version is 6.0.8703.1.
