This is NOT a question but an ANSWER to all those that aren't able to install Win 7 on Hp Spectres because you are getting the notice "A required CD/DVD device driver is missing".
I JUST BOUGHT a brand new Spectre x360 4165. No USB 2.0 at all. No CD drive.
As a network engineer, stuff like this just doesn't go unsolved with me so I solved it!
DO NOT download the RST drivers from intel but download the Extensible USB 3.0 Host Controller software. RST is "Rapid Storage Technology" and that has nothing to do with the system's inability to load drivers for USB 3.0

Extract those files in a folder on the C: drive of your laptop.
Install Win 7 and WHEN IT ASKS for the drivers, simply point (Browse) to the folder you just extracted files to.
You need to install BOTH the ROOT driver and the USB 3.0 main driver, so select one and install then select the other and install.
DO NOT BOTHER with removing USB and moving to another slot! These are lucky results!
You will now be able to swiftly install Windows 7 following MY INSTRUCTIONS.
