Need to do a factory reset as we’re passing the laptop Over to someone else. It’s says there is not enough drive space so do this. It won’t allow me to delete anything to create space and now I’m stuck . Please can someone help

This is kind of known or expected behaviour for this type of device you have. HP Stream is considered a cloudbook/netbook.
For just ~200 $ you get this light portable cute PC + long lasting battery + Windows license + additional software = all just for ~200 $
It's really worth the money but it can't have all the perks of a PC which costs 2000 USD.
You just don't have space to perform recovery. Also, this kind of recovery is considered kind of an obsolete method.
