My Spectre x360 15 had been showing several problems -- notably hanging when it was in screen-saver mode. It kept getting worse, until it was happening every few days. Finally I decided it was time to clean house. I did a Windows Refresh operation, thus getting a fresh install of Windows and all applications.
So far (2+ weeks) it hasn't hung, so that's promising.
But I have performance problems. In particular I have video problems. Youtube videos are jerky -- maybe 5-10 frames per second. I had huge problems -- hangs, delays, etc -- with an online streaming video conference using swapcard.com, and had to resort to using my iPad instead. I also had trouble with an embedded video in Slack. Strangely, I don't seem to have graphics problems with LOCAL graphics files. Yet I have over 100Mbps available, so I don't see how the networking could be the problem.
I don't have good measurements for this, but the laptop also "feels" sluggish. It seems like key response & scrolling is not where it should be.
I went to the driver page for my laptop model. It scanned the laptop and said "you have all the latest drivers." Which is appropriate, since I just re-installed Windows. Apparently the install did a good job of grabbing the latest HP-recommended drivers. But that leaves me with no ideas of how to address the performance problems.
Any suggestions?

Well, nobody has any suggestions, but ... it seems to have fixed itself!? I haven't made any changes, but the jerky Youtube videos have smoothed out, the videos that used to hang now play OK... I have no idea what was wrong or how/why it improved, but I guess I'll just leave it alone for now??

I am glad to know that you managed to resolve the issue. To get the answer to this question, this could be due to a possible software glitch, in future if you come across the same issue just try updating the system software using HP support assistant.

@Echo_Lake, as I said, I had just done a Windows Refresh operation, AND I checked drivers at https://support.hp.com/us-en/drivers/selfservice/hp-spectre-15-ch000-x360-convertible-pc/16779588/mo.... It told me I didn't need any new drivers.
So I already had a fresh copy of Windows with everything updated. I'm not likely to get anything useful from Support Assistant, am I?
I tried it anyway. It said "This version of Support Assistant appears to be incompatible with your operating system." So I followed the link for the "legacy version" -- and it took me back to the same page. (https://support.hp.com/us-en/help/hp-support-assistant)
