I am not quite clear on what you mean by it will not open for Rufus.
1-Are you getting an error message or??
2-It will not visually open but the Start button at bottom of Rufus window should be active to click and let Rufus begin work.

So what I am saying is that when you are at the select stage and I am clicking on the ISO and it is not opening, The start is not ready to be clicked/ cannot be clicked. Thanks for the suggestion and the clarification!

Without Rufus open- if you look in your downloads folder do you see the ISO file you downloaded from Microsoft with title Win8.1_English_x64.iso? What size is it-should be about 4gb.
After opening Rufus and choosing the USB flash drive as device to use, then selecting the Win8.1 iso Rufus will inspect it and if anything is wrong you should get an error. If no error have you set all of the other options as in the photo here?

At this point I am fresh out of ideas. Unless your friend you bought the new hdd could help you I can only suggest to purchase one of the Windows 8.1 usb flash drives from Ebay. They should work with the key embedded in BIOS of the laptop.
I noticed several for less than $15 with free shipping.Example:
