The Windows Store Camera application worked when I tried earlier today, although I saw again the issue that initially an error showed on the screen, but some kind of retry or recovery occurred so the image then displayed.

 

I doubt relevant, but today I installed updated display software - Intel Graphics 620 Windows 10 DCH Drivers to version 27.20.100.8783 (File Version: 10.20.8.25).

 

After I had installed that, I ran the Camera application again, and the image displayed as before, after what seemed to be a retry. Since then, the computer has been in a Sleep state. When I signed in, I noticed that the Device Manager is again only showing the Camera drivers when I ticked 'Show hidden devices' on the View menu. Both the camera devices show the Device status as 'Currently, this hardware device is not connected to the computer. (Code 45)'. There still seems to be an intermittent issue, but I still do not have steps to reproduce.

A further update from the first experiment on 2020-10-04, when I saw an issue again. I have Windows 2004 OS build 19041.546 installed now.

I woke the computer from sleep, and with Device Manager, I checked driver versions for HP IR Camera and HP Wide Vision FHD Camera
Realtek DMFT - IR 10.0.19041.20149
Realtek DMFT - RGB 10.0.19041.20149

Both camera drivers showed in device status - 'This device is working properly.'

I started the Camera app (Windows store 2020.504.60.0) and the image displayed OK.

I ran Microsoft Teams (free version 1.3.00.24755) selected Settings-Devices, Camera showed as None in drop-down list, where it should when working show the 'HP Wide Vision FHD Camera'.

With Device Manager, I checked Camera drivers device status - 'Currently, this hardware device is not connected to the computer. (Code 45)'.

I ran the Camera app again, which showed an error code, so I clicked on the 'Get Help' button
Get Help troubleshooter shows 'Windows Camera App error code 0xA00F4244'

The troubleshooter tries to resolve the problem, but this does not work for me.

I do not think the above are reliable steps to reproduce, because I have seen Teams display the image from the Camera correctly previously with similar steps to the above.

4)Select the country from the drop-down.

The issue appears to be with a failure at the driver level, but I am not sure if there are useful logs that could help with troubleshooting. I do not think I can expect telephone or chat support today as it is a Sunday, so that probably needs to wait until tomorrow earliest.

I noticed that in Device Manager after the 'Currently, this hardware device is not connected to the computer. (Code 45)' shows as the device status, when I find the Cameras group with the 'Show hidden devices' option from the view menu, that when I right click on the group rather than the individual camera driver and select 'Scan for hardware changes' it can have an impact. It does not seem consistent, but sometimes this seems this seems to affect the device status of the two drivers, as I have seen them both change to 'This device is working properly.' This is not consistent though.

An update from the first experiment on 2020-10-05. In short, I did not see the issue this time after waking the laptop from sleep.

I repeated the steps of checking the camera driver version in Device Manager and running Camera, followed by Microsoft Teams. Teams showed the HP camera in the drop-down list and the preview image displayed correctly.

I next tried the preview video option from Zoom version 5.3.1 (52877.0927), and this also displayed correctly. I next tried the preview video option from 'Google Meet' in Chrome version 85.0.4183.121, which also displayed correctly.

A further update from the experiments on 2020-10-05. In short, I have not seen an issue today.

I have repeated multiple times running the Camera app and the Microsoft Teams video preview, and the image has displayed each time. I have tried restarting Windows and still did not see an issue today.

This is all positive, but I do not know what has changed to improve things. I expect it will make sense to close this ticket soon as things stand.

I have similar issue. my notebook is ENVY x360. I read your posts and tried all options. all not working. finally I tried the reset window. still not working. below are the detail on the issue. 

1) on Oct.14, noticed the camera not working, but, it was working on previous day (OCT.13). 

2) on device manager, can see the camera item by using "show hidden devices". then I uninstalled the driver, reboot the computer. I used  this way to fix camera not working a couple times. the camera not working occurred a couple time in past a couple months.

3) but, unfortunately, it didn't work after reboot this time. and I can't find the camera any more in device manager. and also noticed there was error "Unknown USB Device (Device Descriptor Request Failed) " in device manager list. click to see the detail in event. it said "...was not migrated due to partial or ambiguous match." 

4) searched and found some post of yours. tried almost all options( throubleshooting, update driver, delete all usd device, down driver and BIOS, but, can't get BIOS update etc). not resolved. finally, I tried "reset window", after the reset window. still not resolved. but, the message in event became

" ... device was configured.

.... device not started.

Matching Device Id: USB\DEVICE_DESCRIPTOR_FAILURE
Outranked Drivers: usb.inf:USB\DEVICE_DESCRIPTOR_FAILURE:00FF2000
 
Please advise what else I can try?
