Operating System: Chrome OS

 HP Chromebook 14 (model: Falco) has not updated since version 76....

It is set up for auto updates. I've tried manual. System says it's up to date.

This model has reached the end of automatic update support from google.  If you stick with the stock ChromeOS image, it will never update beyond version 76.  You could also update the firmware and install ChromeOS Flex, which is more up to date.  There are guides and scripts available on the web for doing this.
