I've been attempting to recover my device using the HP Cloud Recovery Tool. Each time I try it fails with following error, which shows in the log. [SSRM_QuerySBstatus] Error, Secure Boot is Disabled. I tried multiple times, have used multiple images and have used multiple different USB drives. I've turned secure boot on and off and tried multiple other things to get past this error. Any ideas what's going on?

Hi:
I had that happen to me too and the only option I had was to clean install Windows by making bootable USB installation media with the media creation tool from the link below.
Download Windows 11 (microsoft.com)
After W11 has completed installing you can install the drivers and available software from the support page.
It beats having a non-functional notebook.

You're very welcome.
If your notebook has an Intel 11th gen core processor, see this discussion for the solution to get W11 to see the drive.
