HP Omen ec1000

I purchased this HP Omen brand new and its within HPs warranty. Somehow it has ended up with a unknown OS installed. Attempts to download HP Cloud Recovery tool result in a corrupted OS. Not a recovery tool at all. I believe HPs warranty should cover this. How can I actually fix this issue?

Hello
say a little more ...
did you buy it new or not?
If it is your computer the system has been replaced by who, how, by what ??
if you have successfully downloaded the recovery what happens if you install the system exactly ??
Since the system has been removed on purpose, it could be possible that additional charges may be incurred and the warranty does not cover this!

@familyman66

In addition to the sound info that @Prométhée has already provided, let me provide you some explanations ...

The HP Recovery Tool is misnamed because folks expect that you run it and their PC will be magically restored back to working again -- with everything intact!  That is NOT how it works at all.

That tool, using a 32GB USB stick that you provide, creates HP Recovery Media -- which you then boot your PC from to do a Factory Reset -- which erases the entire drive, reinstalling the OS, drivers, and HP utilities that were loaded there at the factory.  When done and you reboot, you will be back in initial setup again.

Yes, I did buy it new from Best Buy. I am not positive who. A former upstairs neighbor left behind a “WifiPineapple” when they moved. Sometime approximately 14 months ago we began to identify Unknown wireless networks that appeared to be right on top of us(In home, signal strength VERY HIGH). Multiple reports filed to local PD. I don’t believe they even investigate.
OS appears to be a blend of Windows 10, Vista and NT. Uses Windows PCA 2010 Certificates. Multiple Virtual Network adapters where created and couldn’t be shut down.

It's very strange your story, it's not because a neighbor installed wifi, moreover a former neighbor ..
That your operating system has been changed ...
so for the rest, what exactly shows you that windows was installed with another version?

Tell me about it. I know by examination of the contents of the OS and the prevention of using certain features included with a retail Windows 10 Pro license. I paid 300$ for this license to have specific security features available me to me and my family. Instead, I am prevented by some ghost administrator from accessing these features or recovering factory installed OS. The software downloaded “Cloud recovery tool” was a modified version of the same OS already installed on my PC. As stated before. Some Frankenstein Version of Windows 10 , windows server , NT and Vista. All https and download Signature Verification certificates are Microsoft PCA 2010 root and Godaddy Root/Code signing certificates.

Sorry, I actually just finished another post pleading for help. This is what I want. I want to be able to download the tool SAFELY, (I wish I could verify its signature)and restore drivers etc that pc shipped to retailer with.

I don’t believe the OS has been changed. I believe the Registry ,DHCP,DNS and other settings have been modified. I believe the “device” allows Unknown 3rd party live access to PC as if it was a server or Workstation. Several virtual network adapters appear to be connected with unknown interfaces. I have ran sfcfile checkers DISM ETC. All come back normal. Yet HP apps like HP diagnostic will NOT have internet access.
