HP Compaq presario cq40 cannot turn on but all the lights are turning on plus blinking caps+num lock.

i have already tried the following steps

1. disconnect the battery and ac adapter.

2. Hold down the power button for 30 seconds.

3. Plug everything back in and turn it on to see if it can display. but still not working

what else can i do?

Usually the blinking lights have a pattern that gives a diagnosis. Scroll down to models before 2015 to see the chart for your model:

You tried what? Which Diagnosis do you get from the chart comparing your blink code?
