From what I have read, the answer is NO. I don't believe there is a way to boot from USB stick to install and Windows will not have the needed Chromebook drivers.

I don't have access to one of these, so I'm basing my answers on what others have told me -- and I simply don't knw.
With the HP Stream laptops, the SSD is soldered to the motherboard and is not replaceable. If this is the same situation, that is the same issue.
Otherwise, you should be able to swap in a larger capacity SSD.
And if that is the case, what I would do is the following:
1) Install Macrium Reflect on a working PC
2) Attach the old SSD to that PC and use the MR function to create an image backup of the SSD
3) Attach the new SSD to that PC and use the MR function to restore from the image you made
4) Mount the SSD in your laptop -- it should boot without issue
