Honestly I’m not entirely sure which HP Touchscreen  laptop I have but it was bought in 2017. I recently tried to download an application, not sure what it was, but after the download my computer shut off and when it came back on and I signed into my account, my home screen, where my wallpaper and my desktop icons would be went black and my taskbar is flashing. I can’t pull up the task manager. I can’t click on anything. It just continues to flash and my cursor has the loading symbol. I turned my computer off, pressed f11 and tried to start a diagnostic test, it said it was unable to run. I tried to reset my computer and delete everything, it was also unable to do that. I tried to recover my setting from the last back up before I downloaded the application and that didn’t work either. I’m not sure what to do at this point.

You said you can't run diags using F11, but have you tried booting from USB media?

If not, and you have another PC, then use this link to download and create Win10 install media on a USB stick and then try booting your PC using that:  https://www.microsoft.com/en-us/software-download/windows10
