Check it out what I found about the Intel Optane H10 SSD
The Intel® RST 17.8 driver package was the last to contain the applications above. Starting with the Intel® RST driver 17.9.1.1009 and later, a new installer will be used to assist users with the following tasks:
- Configuration of the system BIOS for Intel® Optane™ Memory (as applicable).
- Installation of the Intel® RST driver.
- Uninstallation of the legacy applications mentioned above.
- Start the download process of the new Intel® Optane™ Memory and Storage Management application from the Microsoft Store*. To know more about this new application, see What Is the Intel® Optane™ Memory and Storage Management User Interface?.

I believe that you need to have the notebook up and running in Windows to update the SSD firmware.
The last driver you tried is older than the latest one on the Intel website you referenced.
Try this one with the 7-Zip utility.
18.7.6.1010
https://ftp.hp.com/pub/softpaq/sp143501-144000/sp143727.exe
It's newer than the 17.9.1.1009 version you referenced.

I got a good news, I finally have the system recognized the new NvMe M.2 2280, Why New SSD, because I already try to use the app for the SSD to repartition it, does not work at all. So I drop that. Now and installing the Windows 11 22H2 with the new SSD and my wife is going to be happy.🙏🤞. Not quiet, they never happy anyway no matter you do for them. Anyway,
So here is what I did that before remember I was straggle with mad obstacles for loading the driver into the system in order to install the windows? and it didn't able to see and inf file I can find on planet earth?(even thought unchecked the box of "hide incompatibility drivers"?. I finally figured out that perhaps as they mentioned about rest the bios to factory default settings, which including boot securities. then I tried a few more time loading drivers folder and still didn't work, then one of the folder has the right driver, even I uncheck the box of "hide incompatibility driver", and then"BAND"miracle happened, all of sudden the system pickup the new SSD NvMe M.2 2280 (also HP Branded) Now the Windows 11 Home is finally installed. Thank you very much.👍 Now we need to celebrates our achievement. How do you want to do it? Please let me know.

Once again, thank you so much for your help. Even though, you and me tried many possibilities, and still didn't make it. It was because the original SSD has it's own partition itself, and I already try to use it's Intel app to repartition it. I couldn't even open the app itself. therefore, my last reserved was buy a new SSD, and install it and hope make miracle happen and it did. I am so happy because I had learn so much during this period of time. It was mind battled, but it was worth it for gained a lot of valuable knowledge and that was my main goal.👍
