I have spent some time narrowing this down and this is what I have seen so far.
1. The laptop only charges the battery when turned off (amber light until fully charged)
2. When you turn the laptop on the indicator light immediately turns white and stops charging the battery. (The system doesn't seem to recognize that it's even plugged in.)
3. If you unpug the power cable and plug back in, it will turn amber for a quick half-second, then go back to white. The OS even detects it for a second and says "plugged in - not charging".
I have already done the following:
1. rebuilt the system completely (Win 10 64bit)
2. Got a new AC adapter
3. Got a brand new battery
4. Upgraded the BIOS to latest version
5. Took out battery and unplugged, held down power for 60 seconds, plugged it all back in.
6. Ran the battery diagnostics (Says the battery is unknown).
7. Uninstalled the battery drivers from device manager
8. Tried running on just AC power and can't. PC won't detect AC power when its on. Only when it's off will it charge.
Any help would be appreciated.

SOLVED! I had this problem and went through the steps including diagnostic (battery good, ac adapter bad), update drivers, replace adapter (still bad diagnostic), update BIOS. Finally I cleaned the adapter jack with alcohol (I used lens cleaner fluid and a tooth pick). Plugged back in working perfectly.

As I understand the device only charges when its turned off,
I'd like to thank you for the detailed description of your concern,
as you have ensured I don't have to ask any more questions, that said, I suggest you run a battery calibration using the below steps:
Manually calibrating the battery requires four steps: fully charge the battery, discharge or drain the battery, recharge the battery, then run the battery test. Calibrating the battery improves the accuracy of the battery gauge software so that it more accurately displays the current level of charge. The following instructions work with most battery types.
Step 1: Charge the battery
Use the power cord to charge the battery to a full charge.

Plug in the power cord.

Charge the battery to a full charge, 99% to 100%. To check the battery charge, mouse over the battery icon in the system tray on the Desktop.

When the battery is fully charged, proceed to the next step.
Step 2: Discharge the battery
After the battery fully charges, use the extensive Hard Drive test in the HP PC Hardware Diagnostics UEFI to discharge the battery.

Unplug the power cord.

Press and hold the Power button for at least five seconds to turn off the computer.

Turn on the computer and immediately press the F2 key repeatedly, about once every second until the HP PC Hardware Diagnostics UEFI menu displays.

Click Component Tests in the main menu.

(By the end of this article all the issues should be resolved)
