When I try to use the HP Cloud Recovery Tool, it keeps saying that my Product ID does not match or is not found. Does this tool support that device and what do I put in there to make it work?

HP has withdrawn support for the cloud recovery tool for your PC since it is 5 or more years old.
You can reinstall W10 for free by making bootable USB installation media with the Microsoft media creation tool from the link below:
After W10 has completed installing, you can install the drivers and available software from the support page:

Your other option would be to purchase the HP factory recovery image from this vendor at the link below:
