As I Understand you are curious to know about the windows 8.1 background and where was this picture taken,

That wasn't easy as it took quite some time to track it, Although, here it is: Basalt Sea Stacks and waves at Reynisfjara Beach located by Vik in Myrdal, South Coast of Iceland.

In the future, simply drag the image to google images search box and it'll search the details for you, try it 😉
