I had the same issue even though I had uninstalled my HP printer weeks before. I tried many things but the thing that worked was at the Command prompt (administrator) I entered printui.exe /s and my HP printer was there under drivers. I uninstalled and removed from there then I had to stop Win update service c:\ net stop wuauserv and press enter. Reboot the computer.
SFC /scannow and DISM.exe /Online /Cleanup-Image /Restorehealth which I previously ran did nothing!

I followed these steps a it worked ...
To uninstall and delete everything related to HP on your computer, you can follow these general steps:
Uninstall HP Software: Go to the "Control Panel" on your Windows computer and click on "Uninstall a program" (or "Add or Remove Programs"). Find any HP-related software in the list, such as HP Support Assistant, HP Printer software, or HP drivers, and uninstall them one by one.
Remove HP Printer: If you have an HP printer connected to your computer, disconnect it physically from the computer and uninstall its software using the steps mentioned above.
Delete HP Folders: After uninstalling the software, delete any remaining HP-related folders. To do this, open the File Explorer, navigate to the following locations, and delete any HP-related folders you find:
C:\Program Files\HP
C:\Program Files (x86)\HP
C:\Users[Your Username]\AppData\Local\HP
C:\Users[Your Username]\AppData\Roaming\HP
Note: The "AppData" folder is hidden by default. You can type "%appdata%" in the File Explorer address bar to directly access it.
Remove HP Drivers: If you want to remove any HP printer drivers completely, you can use the following steps:
Press the Windows key + X on your keyboard and select "Device Manager."
Expand the "Print queues" category.
Right-click on your HP printer and select "Uninstall device" or "Delete."
Check the box that says "Delete the driver software for this device" and click "Uninstall."
Restart your Computer: After completing the uninstallation process and deleting relevant folders and drivers, it's a good idea to restart your computer to ensure any remaining components are cleared from memory.
Once you have completed these steps, you can proceed with reinstalling the HP software or drivers if needed. Remember to download the latest versions from the official HP website to ensure compatibility and optimal performance

This removal of all printer applications and devices, including HPs, and removing all HP folders in Programs and Programs(86) is what worked for me. Since I removed all of those in one sweep, it's not clear if just one subset of those would have been sufficient. But that failed installation prompt was removed after all of those, applications, devices and folders were removed.

Szia!
