If the issue is with the sp file and not the Windows installer, using the more current installation package will likely help.
Before installing,
- Consider that the system will likely respond better when other HP Software and Drivers are current. See your Software and Drivers Website . If necessary, Change the listing to match your Operating System / version.
- In general, the Client Manager should be installed before other related Client Security packages.
- Read the Client Security (sections) System Requirements (Prerequisites) and any Installation Instructions.
- The section "Associated Files" download is not actually a Download - clicking pops up the Information file for the particluar sp* installation package. The information file provides what information is available for the installation package.

It is unfortunate that you cannot run the later version of the Security software.
In general, Software and Drivers should be installed and current. In particular, any software / program / driver that is interdependent on other packages must be installed in the order specified for that software suite.
Remember that the Security Manager (be it HP Client or HP ProtectTools) should be the first of the security softwares to be installed. The Security Manager provides the foundation for the other security modules / plugins.
Discussion - "This may be the case"
If the HP ProtectTools Security Manager software is not currently installed on the computer -- or if the Security Manager software is installed but it is not functional (corrupted or otherwise compromised), then the modules that depend on that Security Manager will stop working AND they may cause trouble when you try to install a new / replacement version of the Security Manager software.
Security Software - "Order of Installation"
Information is located in the HP ProtectTools Security Manager Details Page in both the Description section and in section Fixes > Download (actually pops up the information file)
Excerpted:
Security Manager is also the host for HP ProtectTools plugins, and therefore should be installed before other ProtectTools modules. The document includes a simple chart showing the software hierarchy.
Technical White Paper:
HP ProtectTools security software 2011- c02950624
I believe you will need to remove the other security software related to the Security Manager and then install the Security Manager software.
Consider:
Download and Save to your computer each of the Security modules you intend to use, including the Security Manager.
Uninstall each of the Security Modules from Programs and Features.
After the software is removed, Restart the computer and log in.
Install the ProtectTools Security Manager.
After the software is installed, Restart the computer and log in.
Caveat:
You may find information that contradicts what I suggest. For example, the ProtectTools user manual or the White Paper may say something different. Other Experts, especially those who still have a Windows 7 system, may have other ideas. Please follow what you feel are the best recommendations for your situation.

I write to thank you as you kindy spent time for me.
1. I firstly tried to install updated verson of hp protecttools security manager (sp59257) from the hp website. Nevertheless, problems appeared during installaion.
2. When I failed to install, i downloaded another verson of the driver from another website. That also showed problem. Even this showed that this version may have compromised or not signed.
3. After your valuable instruction i attempted to uninstall previous security tools, but failed. Then, I, using "IObitUninstaller", deleted its location files. Now, the driver does not appear in "uninstall or change a program" of control panel. But, it appears in "all control panel items".
Sorry for taking your valuable time.
