Other than clean installing W10 by making a bootable W10 installation flash drive with the Microsoft Media creation tool from the link below and then installing the drivers and available software from your notebook's support page...
Download Windows 10 (microsoft.com)

...The only place I know of that has recovery media for that model notebook is from this vendor:

Hi @HyperJackxxx,
Welcome to The HP Support Community.
Thank you for posting your query, I will be glad to help you.
I understand you're having trouble accessing the recovery options for your HP Pavilion X360. Here are a few steps you can try to resolve this issue:
Create a Recovery Drive:
- If your laptop doesn't have a built-in recovery manager or you can't access it, you can create a recovery drive on another Windows computer. This will allow you to boot from the recovery drive and troubleshoot or reset your HP Pavilion X360.
- To create a recovery drive, you'll need a USB drive with sufficient storage space (at least 16GB). Here’s how:
- On another Windows PC, search for and open "Create a recovery drive" in the Start menu.
- Follow the instructions to create the recovery drive.
- Once created, insert the USB drive into your HP Pavilion X360 and boot from it (you may need to change the boot order in BIOS settings).
Reset Your PC:
- If you're looking for a clean start and have exhausted recovery options, you can reset your PC to its factory settings. This will reinstall Windows and remove all your personal files and apps. Make sure to back up important files before proceeding.
- To reset your PC:
- Go to Settings > Update & Security > Recovery.
- Under "Reset this PC," click "Get started."
- Choose either "Keep my files" or "Remove everything" (depending on whether you want to keep your files or do a full reset).
- Follow the on-screen instructions to complete the reset process.

I hope this helps.
Take care and have a good day.

You're very welcome.
Computer Surgeons is a trusted source, but they may not mail the recovery media overseas.
I think they may only do business in the United States and Canada.
So, it may not be worth paying $27+ overseas postage for a recovery kit.
I think you should try and clean install W10 by making the bootable USB installation flash drive and install the drivers and software from your notebook's support page first.
That won't cost you anything but a little time.
