HP Stream [Personal Information Removed] windows s-mode 32-bit no new hardware or software added but internal drive has very little spare space. Received a System Recovery Kit for HP Stream p/n L69954-031
I only get as far as Recovery Manager Error 0XFFEE018

My guess is that you are trying to use HP Recovery media to do a factory reset of your Stream -- which is actually just a waste of your time. The Stream only has a very small "drive" and while a reset will clear out the current files, once Windows, the drivers, and the HP utilities are reinstalled, Windows Update will fire up and fill up the drive in short order.
What you really need to do is use the utilities provided below to remove junk and unwanted files and do that on a regular basis:
