I understand that you are facing an issue with your Stream notebook. Happy to help.
Have you run a diagnostics on your computer?
Recommend you to run a diagnostics on the computer by tapping F2 or ESC on startup, click here for assistance.
If the test passes, try to boot the computer to recovery manager by tapping F11 on startup.
Perform a recovery and check if is resolves the issue. Click here for assistance.

Thanks for the reply, boot the computer to BIOS by tapping F10 on startup and reset the BIOS to defaults, save the changes and exit.
If the issue persists, please use the recovery kit created by you to reinstall the operating system.
If you do not have the recovery kit. Please contact our phone support for further assistance.

Thanks for replying,
I appreciate your time and efforts, As I understand you are unable to perform Bios defaults on your HP notebook. Don't worry, I'll guide you through from here.
Turn off the computer.
Plug the notebook into a power source using the power adapter.
Tapp the Esc key until you see the startup Menu
On the startup, Menu go ahead and click on F10 for Bios Setup Utility
On the Setup Utility, you would have Main, Security, System configuration and Exit
Click on Exit and from the drop down click on Load Setup Defaults - Click on Yes
Once again click on Exit and then click on Exit save changes and click on Yes to restart the PC.
Alternatively, on the Bios screen you can press F5 key to Load setup defaults and then Press F10 key to save the changes and exit now.
Please follow the steps suggested in the previous post. Let me know how this goes for further assistance.

Welcome to the HP Forums, this is a great location to get assistance! I read your post and see that HP Stream 11 notebook do not reset. I would like to help you resolve this issue.
As you have already tried these steps and still having the issue, I would personally suggest you contact our HP phone support for further assistance. If your product is Out of warranty then remember to choose the paid options to get the tech support number.
They might have multiple options to help you on this.
Please use the following link to create yourself a case number, then call and it may help speed up the call process:
Step 1. Open link: www.hp.com/contacthp/
Step 2. Enter Product number or select to auto detect
Step 3. Scroll down to "Still need help? Complete the form to select your contact options"
Step 4. Scroll down and click: HP contact options - click on Get phone number and phone number appear.
They will be happy to assist you immediately.
