HP STREAM LAPTOP

My HP Stream Laptop will not turn on - There are flashing/blinking lights on the CAPS button which i have googled and came up with board problems. 
I bought the laptop off AMAZON last MONTH - I contacted them and they told me that I have a warranty through HP and sent me to the HP website to file claim ....... WELL there is NO WHERE that I can file a claim, NO WHERE to email anybody, NOTHING! 
How in the world am i supposed to get ahold of HP ? 
Also, there is No sticker with a serial number on the bottom of the laptop - only a sticker that says "warranty void if seal is broken"  - this sticker is covering a bunch of numbers that are printed on the computer so the SN COULD be under that but How would i know. Anything on the HP website I click on asks for a serial number so that is NO help. 
I am SOOOOOO frustrated right now! 
Anybody have ANY ideas !??!?!?!
