I have an HP desktop where I regularly get the Realtek RTL8xxx Series Bluetooth Driver when I run HP support assist. is it nessesery to do it so often?

It is not necessary to constantly update. I believe it is the HP Support Assistant that is not working properly. I recommend deleting the update when it appears in the HP Support Assistant and checking the support page for your PC model to see if the driver version is the same as the one you already have installed.
