Microsoft Windows 10 (64-bit)

Hello, i have an HP Pavillion laptop (specifics unknown) that is caught in a restart loop. This began when my brother went to system reset the laptop after recieving it secondhand from a friend. He said he accidentally pressed an f button (probably 11? not sure) during the system reset process and ever since its been in a reboot loop, only showing the hp logo upon startup for about 10 seconds before going to a black, unlit screen for another 10-15 seconds, then repeating the process over and over until turning it off with the power key. I have tried power resetting using the guide here and pressing f2 on startup, but neither work (the f2 one only gives me a screen that says the system check command file is improperly formatted or missing) I'm not sure where to continue from here, id like to get this fixed without having to send it in for repairs if possible as i dont have a lot of money to spare currently. Thank you in advance!

ps. The reason we dont remember the specifics of the computer or what button he pressed is because its been at least 6 months since my brother tried factory resetting it. Also we're pretty sure its Windows 10 os, but not entirely sure for the same reasons as above heh

I can't do this as i cant even get to the login screen. I'm stuck on a boot loop; when i press the power button, the screen lights up, shows the HP logo, then the screen goes dark, and repeats the process ad infinitum until its powered down. I'm unable to access anything beyond that.

Ok, so i went through the process of recovering the BIOS, writing and verifying the new bios went smoothly, continued upon prompting, it restarted and showed a small blue box labeled "flashing blue box" after a moment, then that disappeared to show a black screen with white text prompting me to continue with the process by pressing ENTER. The screen flashed on and off a couple times before returning to the restart loop.
