F10 just takes you to the Bios.  Did you try to reset Windows from the Bios?

Since I dont know what you did in the Bios, try this...

Go back to the F10 Bios. Once it there, tap the F9 key to Load setup Defaults. Then tap F10 again to Save and Exit.

See if the laptop will boot normally now.

If it still hangs on the HP logo, you will probably do best to return the laptop to factory settings. I assume this is what you wanted to do in the first place.

Note that a recovery will wipe the existing data, so hopefully you have what you need backed up.

To do this, turn off the laptop. Then when you hit the power button, rapidly tap the F11 key to bring up the recovery option.

Follow the prompts.

If you get a blue screen saying your PC needs to be repaired, then the recovery partition is corrupted.

In such case, you have two options.

You can order the recovery media from HP for a small fee.

To do this, its best to contact HP Support directly and order it from them.

OR

You can create a standard USB installer by downloading the Microsoft Media Creation Tool to another windows computer.

Install the download, run it and follow the prompts.

You can use a USB pen drive between 8 to 32 GB.

Create media Windows 8.1

This method wont have the HP Drivers, so you will have to download them yourself and install them afterward.

Let me know if you have other questions.

Hello @Helphelphelp234

I take it this is a UK model? Here in the USA, sometimes I cannot get other countries info to pull up, as in your case.

How did you do the recovery, F11 at startup or did you create the USB recovery media?

If you dont have the USB recovery mn, will it let you run the recovery again with F11?

Be sure to have the power cord plugged in while doing this.

What happens?

U.K. Model, F10 brings me the BIOS and F2 brings up things like running tests ,

OK, so with forcing me to now take a guess, you performed the recovery via F11 the first time and now its not available, correct?

You dont have the USB media created, correct?

HP Recommended
No, I pressed F10 but not sure what way to go away booting the laptop , no I don't have the USB

OK thanks for that.

One more note...

If resetting the bios or resetting windows via the F11 method worked, then I highly recommend you create your HP USB recovery media to save yourself some future aggravation.

HP will let you create one set of USB media. You will need a USB pen drive thats a minimum 16 gigs but no larger than 32 gigs.

Here are the instructions...

Under Performing system recovery, click on Creating recovery media to expand it.

Good luck.

OK then, most likely something is corrupt in the recovery system.

The last two options I gave you will be what you will want to consider.

Either order the recovery media from HP or try to install Windows from the microsoft download.

The recovery from HP will work best since it has the drivers already installed.

One thing you can try before you order anything.

See if your Stream laptop has the HP UEFI Diagnostics tool.

To go there, as you turn on the power on, rapidly tap the F2 key.

If a screen opens that's called HP PC Hardware Diagnostic UEFI, arrow down to component tests and hit Enter.

Arrow down to Hard Drive > Enter.

Run the Quick Test first. If nothing shows as failed, run the Extensive Test.

If no errors come up, then proceed with obtaining the recovery media and reinstall Windows.
