Hi

From 2016 onwards there is a possible recovery option via the cloud...
HP Consumer PCs - Using the HP Cloud Recovery Tool (Windows 7 & 10)

OR

This may require another PC. Find and Download your .iso from…
W10 should activate automagically from the embedded licence key.

https://www.microsoft.com/en-us/software-download/windows10
Expand/Extract/Burn the iso Image onto a DVD/USB as needed.
Microsoft’s Creator Tool will make the required DVD or USB.

You can use installation media to do a clean install of Windows 10. Go to the Microsoft software download website, download the media creation tool, then use it to create installation media on a DVD or USB drive. See Reinstall Windows 10 for more detailed steps.

A clean install of Windows will erase everything from the drive that Windows is installed on. You'll need to back up anything you want to save before you begin this process! You can back up your files online or use an offline backup tool.
