Operating System: Microsoft Windows 7 (64-bit)

I get a bootmgr error message and I dont have a laptop to create a bootable usb and my phone  is not rooted how can I recover it ?

Sorry, but the boot errors can only be repaired using media you have created using another PC, as the repair utility needs Windows files in order to do the repairs.

If you have no access to another PC, then you will have to take your PC to a repair facility and pay them to do it.
