I just got my new Omnibook ultra flip intel lunar lake version and find out it never runs quiet. The fan starts ramping up speed at 40C, and reaches full blast at 65C, so it's always noisy even on lite work like 10% CPU suage. Is there any way to tune it down to quiet mode? I tried HP command center, it doesn't support quiet mode.

Since you've already tried HP Command Center and found that it doesn't support Quiet Mode for your model, here are a few alternative steps you can try to reduce fan noise and improve thermal behavior:
Check BIOS for Fan Control Options
Some HP laptops allow basic thermal tuning via BIOS:
- Restart your laptop and press Esc, then F10 to enter the BIOS setup.
- Navigate to Advanced or System Configuration.
- Look for settings like Fan Always On or Thermal Configuration.
- If available, disable "Fan Always On" or select a Quiet/Passive cooling profile.
- Save and exit.
Note: BIOS options vary by model. If you don’t see these options, your model may not support manual fan tuning via BIOS.
Use HP Support Assistant for Updates
Ensure your system firmware and drivers are up to date:
- Download or open HP Support Assistant.
- Go to Updates and install any available BIOS, thermal, or firmware updates.
- Restart your laptop after updates.
Power & Performance Settings in Windows
Adjust Windows settings to reduce CPU activity and heat:

I already have fan always on mode disabled in BIOS.
All driver and firmware are up to date in HP Support Assistant.
Windows power mode Maximum Processor State option only works with E-cores (limit E-core to 2GHz), P-core still boost to 4.8Ghz.
My main problem is, I have reasonable CPU load to have it running close to 40-50C range, however the fan kicks in hard as low as 40C and running mid to high speed to keep the CPU temp below 40C which is annoying. No other laptop model in the market does the same, fan should run 0 to nearly no speed in this range to keep it quiet.

Have you had any luck with this? I downloaded 'myHP' app and this has a system control section for the fan.
Can you try this and let me know if you have any luck?
Note - this is a separate app from the HP Support Assistant. I have NO idea why HP would separate these two apps.
I set this to Silent mode. However, after reboot, the fan still kicks in low-rpm mode and bothers me with its constant whining noise (the 258v chipset is still COOL and no reason for the fan to kick in). I run my laptop in tent mode with my own keyboard and I wonder if this does not allow to use the profiles. I flipped the keyboard out to laptop mode, then back to tent mode, and the fan shut off and it has been quiet for the past 30 minutes. I was considering returning this laptop since ASUS has a similar spec model, but it is more expensive and their fan profiles don't work at all in tent mode. . . I have NO idea if the myHP performance profiles over-ride the Windows power plans, because they don't appear to change when I toggle the myHP profiles.

Just to summarize above - the 'MyHP' app (which controls fan profiles) is separate from 'HP Support Assistant' (which performs driver updates & troubleshooting).
After a FRESH windows install, this is very confusing to have to scour reddit threads for the different apps that would have been included in the original HP Windows install.

The MyHP app is not available to download directly from HP and does not show up when searching MS store. However, it CAN be downloaded. I would grab this asap, and save it to a USB drive. It's the only way to change fan profiles, and does not show up in the support assistant downloads.

I just checked this APP. The quiet mode it controlled only applies to CPU PL1 and PL2 time. It limits the PL1 time to make CPU run shorter time under 20W then fall back to 10W. It does not effect fan profile vs the temperature, so the fan still blows hard at 40C which makes no sense. I'm a HP hater now.
