I tried to get a recovery media by using HP Cloud Recovery Tool, but it didn't work well.

I would need to get a recovery media for my PC.

How do I order it and how do I get it?

Now it's up to you, either do as I mentioned recover what you can here
Either try to recreate a usb cloud recovery key, with a little luck ..
Either now try to order a new kit as mentioned in the link, but the risk that it will not work better

why would you want to reinstall the computer?
The cloud is equivalent to recovery media, what do you mean, what is wrong?

I tried to use the recovery media I've created for my PC, but it didn't work.

I could download it, but I couldn't use it as it kept rebooting.

I would like to get a physical usb or disc drive of HP official recovery media,

so I can re-install Windows on my PC cleanly with some programs already installed.

I tested and

CPU is fine

Memory is fine

SSD is fine

Battery is fine

but System Board wasn't available

before trying to buy a recovery kit, at least try the microsoft media

Installing from a USB drive or ISO file using Media Creation Tool

You can use Media Creation Tool to create Windows installation media, and then use the media to install Windows 10.

That is also a good way to reinstall windows.

but I would like to reinstall windows that has all the manufacturer's (HP's) programs and services preinstalled.

Microsoft Official installer can't do that.

Yes , I know , but you say it does not work ..
it's just for testing, before you buy a recovery kit, which may not work either
You can grab the drivers from the support page, and probably some programs..
