My hard drive is dying i purchased a new hard drive but I dont have a re boot disc

Then fortunately for you it is easy peasey. Go to the Microsoft Media Creation tool site (google it just like that) and you can download an image of Windows 10 as an installer which you can make into a usb stick or burn to a DVD disk and reinstall Windows 10. You need no Key Code or other credentials; the activation server has a record of your computer and it will just work. Its free.
We can help you find drivers if needed and some original HP apps will be available here for download. HP maybe still has your recovery disks available but you would have to wait for them to be mailed to you and you would be bogged down in updates for 3 days after installing the original image. This will have you up and running in a couple hours.
