I am trying to upgrade to Windows 11, I have entered the BIOS and checked that the TPM is both visible and turned on, yet Microsoft doesn't see it . Can anyone suggest what may be causing this?

Your notebook's Ryzen 5 2500U processor is not supported for the direct W11 upgrade.
Windows processor requirements Windows 11 supported AMD processors | Microsoft Docs
Your notebook has firmware based (FTPM 2.0) security and for some reason, Windows does not recognize a fTPM device as a true TPM 2.0 security device or it would be listed under the Security devices category in the device manager as the AMD PSP device is listed.
If you are interested in upgrading to W11 your only option would be to use one of the several W11 hardware check bypass methods to install W11.
I found this method to be the easiest way to do that and it allows you to do an in-place upgrade to W11.

I may be a bit "thick" but I downloaded the ISO and the Windows11Upgrade_EN.zip and extracted it (all into a WIN11 folder), but when I run it and it goes through the checks and runs the upgrade, I select the ISO, it still reports that my hardware fails the criteria ? Am I missing a step or not downloading the correct file.

I have tried the solution on my Acer TravelMate P with a 7th Generation i5 and it is working just fine, it seems that the problem lies with the AMD Ryzen 5 or the hp Pavilion. (I copied the Win11 folder directly from the hp onto the Acer).

It sounds to me like you did it right, so I don't know why it isn't working.
You put both files in the same folder, select the W11 ISO file from the little program that opens, and it does the update.
I've used it for much older notebooks than yours and it worked fine on all of them.
There are other methods to use.
One of them is with the free Rufus utility where it tells you to make a bootable USB installer and select the TPM and processor bypass checks.
You have already downloaded the ISO file so you have that part done already.
After the bootable media is created, you stay in Windows, open the USB flash drive from Windows explorer, double click on the Setup application and the upgrade will take place that way.

In the article 'Elevated rights' means you run the Rufus utility as Administrator. To do that, right click on the Rufus file and select 'Run as administrator.'
