Hello, when I turn on my laptop it just shows a black screen, hp logo and 5 circles in the middle constantly "loading" but never loads,I'm guessing my recovery partition is messed up because any option I choose just freezes the laptop. I also did a Hard Drive optimized DST Check and I get a warning.Any fixes?

The laptop freezing when trying to boot or access recovery partition indicates a failing drive. Further indicated by the error code you got when running Extensive test.
I assume you didn't create Recovery Media which you could boot from to test if reinstalling Windows helped(temporarily at least) If not you have two options. Order Recovery Media from HP or make a Windows 10 usb using the free tool at Microsoft.

Sounds like the hard drive is dead or dying and will have to be replaced. What warning message did you get when running Diagnostics?

Hello, I did a Hard Drive extensive test,SMART Check passed, short DST Check passed,Optimized DST Check Failed
It says Hard Drive, Secondary HDD Bay*
The optimized DST Check has encountered issues testing your hard drive
It also shows the FAILURE ID
