I bought an HP Thunderbolt Dock and can not connect it to my HP laptop running on a windows 11 OS. I need help connecting my external monitors to it.

What is your dock and what is your machine ? Are they compatible ? Please check the last few pages of  the following document

My laptop is  a HP notebook 14 operating on a windows 11 OS version21H2 and I bought HP Thunderbolt dock G2, 120W with  HMDI adapter. I tried everything I know but can’t connect.

HP Notebook 14 dq0011dx to be specific and HP Thunderbolt Dock 120W G2  is the device I bought. I checked through the compatibility and they are supposed to be compatible but when I connect the thunderbolt, the LED on the dock that says it is connected is off. I tried to turn it on but it doesn't turn on. And I do not get any notification from my laptop that I connected a device(the thunderbolt dock) to it
