You might want to try clearing out your update cache and restart windows update service to see if 1803 downloads again and installs:

Welcome to the HP Forums 🙂
I would like to take a moment and thank you for using this forum, it is a great place to find answers.
As I understand the device isn't updating to windows 10 1803,
Don't worry as I'll be glad to help, however, to provide an accurate resolution, I need a few more details:
- Have you ensured this device has been tested for the 1803 update?
- If not, use this link to confirm: https://hp.care/2k8ORxk;
- Did you install all available updates, both critical and important?
- As it may not go through without them being installed prior to 1803.
While you respond to that, I looked into the details and your device is tested and it supports the 1803 update, hence I recommend you install all available updates and then, retry, if it doesn't work, create a new user account (Administrator account), install all available HP Updates from the HP website using this link: https://hp.care/2B3MVQS and then retry with the firewall/antivirus temporarily turned off as it may block the connection.
(here's what new on windows 10 1803 update, in case you needed to know: https://hp.care/2kcYATw )
Keep me posted,
For I shall follow-up on this case to ensure the concern has been addressed,
And your device is up and running again,
that said, If the information I've provided was helpful,
give us some reinforcement by clicking the solution and kudos buttons,
that'll help us and others see that we've got the answers!
Good Luck.

Hello Riddle_Decipher,
Thanks for your answer. I have already installed all HP's updates. Also, I updated as far as I can Windows (all updates even optional ones, only Windows version 1803 missing). I just disabled antivirus and firewall and retried but it doesn't change anything.

Thank you for responding,
It's great to have you back 😉
And there are a few more tricks up my sleeve that I'll gladly provide to help resolve this issue, but first let me get this bunny out of the hat...... 😛 😛 😛
OK! done... 😉 Now, Try the below steps:
- Press Windows key + R, Type services.msc and hit enter,
- Then, Look for Windows update service from the list, Right-Click on it and select Start (if it isn't already on start).
- When done, close the window and retry the update.
If the issue persists, you may go to the below website and download it manually:
Let me know how that goes!

Hello Riddle_Decipher,
Sorry for the late response, and thank you for following this issue. I tried both starting update service and manual installation and both failed. Starting the update service with services.msc doesn't change nothing at all. The manual option let me download the update but then it check hardware and say it isn't compatible. I know my notebook is compatible with Windows version 1803, but I don't know what is happening with this update.

Hello Barachiel,
Thank you for your answer. I ran the troubleshooter twice and tried update twice and nothing change at all. While I write this post, Windows Update is working again just in case it works now. I take a screenshot of what troubleshooter fixed, maybe it could help you.

Do you have an Intel SSD? If so that is why it won't install. Microsoft has been trying to block it on Intel SSD due to crashes and other instabilities. Some Toshiba SSD's are blocked too. MS will release the patched version starting May 25..
