I recently tried to reset my computer I did successfully and it popped up a window and asked if I wanted to continue or turn off the computer. I chose to continue it went blank said restarting and now all I get is this. Comes on for maybe 10 seconds then goes back blank. Wait a min and does the same thing over and over. Now I have no clue what to do????

You are most likely going to need bootable media to restore the laptop. You can order Recovery Media from your Support page (last item in the list) or use HP Cloud Recovery to make your own Recovery Media.
