I tried to reset my notebook back to factory settings but it got hung up @43%.  I let is run over night and the next morning I saw this error message on a blue screen, "The selected boot device failed". I have went to the BIOS to see if I could make it boot but could not.

Yes but I would prefer to have the factory os installed if possible. I usually will do a manual reinstall last.

Can you try pressing F11 to see if you can load into the Windows Recovery mode?

Yes I did. That was one of the first things I tried and after the program ran I still have the same error message.  I also ran a memory and hard drive check both quick and extensive which passed.  Since this notebook won't boot, would it be possible to reinstall the operating system from a USB device?

Use the free Download Tool at MS site to make a usb flash or dvd installation. USB flash drive seems to work better than dvd. When/if asked for license key- skip over it. It should retrieve it from BIOS.

Boot with it, delete all partitions and install.
