this is just a general question, is my ISP within their rights to prohibit me from accessing a particular website ?

Sorry, we would have no way of answering that question.
When you purchase service from an ISP, you enter into a contract, and the limitations that are imposed on you are generally spelled out in a very long and detailed Terms of Service (TOS), which no-one ever reads.
Even if what they are doing is not covered under the contract, your only realistic option is to terminate service with them -- as any legal battle with an ISP is going to be long and very expensive.
Since you are using Win10, my own suspicions (since I do NOT trust it), is that the site blocking is being done either in Edge (which is a really lousy excuse for a Browser) or in one of the hidden security options in Win10.
Sorry, but I don't use Edge (as a matter of principle) and I rarely use Win10 anymore.
My suggestion is to download and install Spybot Antio-beacon to disable the Win10 privacy stuff: https://www.safer-networking.org/spybot-anti-beacon/
That's what I use in Win10 to control the privacy settings.

many thanks fortaking thevtime to answer, I have downloaded your link cheers, and I have since been told that the web site in question has not been available to alot of my friends who had it so it must have closed its website
