I just bought a used HP Stream 14-cb163wm. The original owner didn't wipe the laptop, I don't have the password and the person I bought it from doesn't know who the original owner is so I have no way of getting the password. I tried to factory reset the computer but it just asks me to log in to the existing account which needs the password. Is there anyway to factory reset my laptop without the password or some way to bypass the password.

That is not uncommon with those Stream units. The "HDD" is only a 32GB chip.
Assuming the OS is Windows 10, the best bet is to make a Windows 10 media and boot to the new media, have it make new on the drive and reinstall Windows 10.

Using the tool to create installation media. When it has completed the media, boot to the new media and clean install

Additional suggestions...after you make the W10 installation media and you are at the screen that asks 'Where do you want to install Windows,' delete every partition on the hard drive, leaving just one partition of unallocated space.
Click Next, and Windows will install.
That way you will have the maximum allowable amount of drive space available.
You can plan on doing a clean install every couple of years because the drive is going to fill up again.
Keep your files on a SD card to maximize drive space.
W10 goes out of support in two months, so you may want to install W11 instead for continued OS and security support.
