My laptop charges fine when Off but doesn't when on. I have tried uninstalling the drivers I have done battery check , I have done checks on the charger it keeps telling me to plug in the charger when it is plugged in and I have the white light on telling me fully charged even though it isn't I updated Bios, I've updated all drivers , I have removed the battery . It charges perfectly normally when off or in sleep or hibernate but not whilst I am using it. I have all updates present and i have run the HP performance tune up still nothing. I look and there seems to be others with this issue so what have HP got to solve this issue

I suggest you start with a hard reset: Click here for steps,

When done, you may want to check with an alternate power cord/adapter as it could be a malfunction that's causing this issue to occur, here's what you could do:

 

If the charger shows inconsistent power output values, I would suggest that you step into Best Buy or staples and try with a different adapter and that should isolate the issue to the adapter or the computer.

 

Please try a different battery on the unit as well. 

Do not buy the battery and adapter. It is only for testing.

Use spare ones that they may have. If it works correctly, then you could think of buying it.

 

Meanwhile, also, try the below:

Steps to uninstall the ACPI drivers

Right-Click on start button> click device manager> Batteries>then select the s drivers and right-click on it and uninstall all battery drivers.

Then restart the computer and check again.

Have tested the power output , it is a constant 19.83 volts , done the drivers and all battery tests , notice when I plug in the adapter  it says the laptop is plugged in and charging for 8 seconds before it drops out. it will not do the calibration without the adapter plugged in even tho it is. I have done battery check from HP start up diagnostics refuses to do the adapter power checks tells me no adapter plugged in, even tho it is. Done the hard reset for fixed battery . Unable to remove battery to try another it is a fixed battery. still it refuses to charge while the laptop is on but fine when off.

@phixer2 If the test isn't identifying the component, it would mean that there's a hardware malfunction and I suggest you talk to HP support and discuss your options, follow the below steps to get started:

 

1) Click on this link - http://www.hp.com/contacthp/

2) Click on Sign-in or select the product using the below step:

3) Enter the serial of your device.

4) Select the country from the drop-down.

5) Click on "Show Options".

Fill the web-form, to populate a case number and phone number for yourself!
