While I just switching on the laptop it is not switching on only the LED of the power button is blinking

Most likely, the PC is experiencing a major hardware failure -- this is especially true if the CapsLock key is blinking or there is beeping.

Since the PC is a laptop, this HP thread describes the different blink and beep codes: https://support.hp.com/us-en/document/c01732674?jumpid=reg_r1002_usen_c-001_title_r0001

 

From this table, while the problem is the BIOS, it also indicates that you have to use external media to reflash it.  The internal copy is apparently also corrupted.

How many times is your laptop led is blinking, on some HP laptops this can mean there is an error.

The led in the Caps Lock button is blinking twice in long gap and twice in repeatedly

This error seems to be a BIOS error, from what I read you can try resetting the CMOS or reflash the BIOS.
