I have clean and replaced the fan and thermal paste, but everytime I start the computer it shows this message and shutdown. I tried running the diagnostic test but it keeps shutting down while running the test. Everytime it shuts down, I have to start it myself. I moved to a more cooler location with temperature around 50 degrees but the issue is still the same.

OK, yes. Based on your description (what happens and what you have done already), I would advise you reach to HP or HP Authorized Service Center to repair the PC - the technicians should know better.

Welcome !
You have already performed quite an extensive troubleshooting and parts replacement. It may be a hardware issue or a BIOS issue.
Am I correct to assume that you cannot start the PC ? If so, you need to have the PC serviced. You may bring the PC to a service center or ship it to there.
