The laptop refuses to upgrade Windows 11 version 23H2 to version 24H2.
24 H2 is offered and installed, but immediately abandond and 23H2 is re-installed.

Since your notebook's processor does not meet Microsoft's minimum W11 hardware requirements of an Intel 8th generation core or newer, you will never get an automatic update to the next release of W11.

Download the W24H2 ISO file and use that (3rd option).
You can download the free 7-Zip file utility from the link below. The top line is for 64 bit.
You'll have to repeat this procedure if and when Microsoft rolls out the new W11 builds because a PC that does not meet Microsoft's minimum W11 hardware requirements will never automatically get the update to the next build.
They have been releasing new W11 builds each October so far.
Other than that, your PC will continue to get the monthly cumulative and other updates.
That's only a minor inconvenience to have continued OS support beyond October of 2025.
If things don't work right on W11, you have 10 days to easily go back to W10 as long as you don't delete the W1 upgrade files or the Windows.old folder.

Thanks for your comprehensive and thoughtful reponse to my problem. However, I don't think we're quite there yet and I apologise for not giving you initially a bit more information.
Just to be sure, I downloaded the latest version of MS's PC Healthcheck and ran it and, as expected, it passed with flying colours, mentioning that the processor is a 13th generation Intel Core i5-1335U (it's less than two years old).
It's stange that Windows often (about once a month) offers the 24H2 upgrade and goes though all the actions of downloading and installing it, only to give an unhelpful "Oops!" message after a couple of hours and promply reinstalls 23H2 - up to build 22631-5143 now.
So no harm done, but I really would like to know why it won't upgrade.

You posted that the problem is regarding an HP Spectre 13-v004tu notebook which has an Intel Core i7-6500U processor according to the parts list I posted below, and that does not meet Microsoft's minimum W11 processor requirements, which is why I answered your question with the information I provided.
So, if your issue is with a fully W11-supported PC with an Intel 13th generation core processor and it won't update to W11 24H2 via Windows update, the only suggestion I can offer would be to try an in-place update to W11 24H2 by clicking on the blue Windows Installation assistant button at the link below (1st option).
