What is the exact model of your PC and what does the iPhone problem have to do with installing windows? This sound like two different problems.
Typically, if you cannot boot a usb you need to press a function key or go into the bios and temporarily set the boot device to get the USB to boot.
Have you tried booting into window safe mode? Try that first.
If this is a new system and you have backups of all your important files then I recommend you do a cloud restore if one is available. Expand spoiler for cloud restore information
HP is removing cloud recovery for system over 5 years old. The actual wording is a limited time after the warranty expires. You may want to get a copy of the cloud recovery before it is too late. Cloud recovery provides all the custom HP drivers.
Go to the below site and enter your product ID including the 3 characters after the # character. If you have cloud recovery you can restore your system using a 64gb flash. It may take an hour or more to create the recovery USB.

Alternately, download from the MS windows store

If you cannot log into windows, then start windows in safe mode and try to fix the problem. Expand spoiler for details on safe mode recovery or read this
Click here to see how to start your system in safe mode.
Bring up the Windows Device Manager and look for errors
Sometimes you can just delete the defective device and reboot to have Windows find the correct one.
If Windows put the wrong one in then you need to roll back the driver to the previous one.
You can also run SFC or DISM to fix file corruption while in safe mode. Possibly the OS is corrupted rather than a bad driver.
SFC and DISM are both tools that scan and repair corrupted system files. However, SFC uses a cached version of the files, while DISM uses the internet to download and fix the files.
Try the SFC first and if that gives a message that it cannot fix the problem then try the DISM tool.
