1st, I was uninstalling Cyberlink programs to see if Notebook performance would improve because it has delay response. After uninstalling the 3 programs, I was shutting it down thru Start button but it restarted instead. Happened twice so what I did for the third time is to shut it down thru Alt+F4 but it restarted again so I chose 'Restart' in the Start button. After that, it showed the screen of installing updates, do not turn off PC (something like that). So I waited, until it booted to Select a Keyboard Layout and then Recovery Mode. There's no error code.
2nd, Upon searching the web for solutions, I tried 'Uninstalling the Latest Update' thru Advanced Options in Recovery Mode but it didn't solved it. I also tried System Restore but it just went back to 'Select a Keyboard Layout' then Recovery Mode again. And then I bumped into this thread and I followed it. I re-installed Windows 10 via USB.
3rd, Windows 10 was successfully reinstalled. Cortana spoke then I listed my security questions and answers. After the privacy options (location, ads, diagnostics), it went back to the country/region selection. Then, I was not able to use the username I encoded earlier, so I encoded another one. And then, same thing happened, it restarted to region/country selection. Guess what, I wasn't able to use the second username I encoded.
Note that I chose 'I don't have a network' when I was asked to connect to internet.
4th, Here I am, seeking your help. I tried searching in Youtube and the web but to no avail. Hope to find solution that will also keep my files in C:. Thank you so much in advance! Happy New Year!

What I suggest you do is to reinstall W10 and set up your PC using a local account instead of your Microsoft account.

You will have a Wi-Fi connection, so turn off the Wi-Fi to get to that error so you can set up a local account.

Was about to comment that I was setting up a local account since I chose 'I don't have a network' when asked to connect to an internet connection BUT I still tried and after another reinstallation of W10, I connected to internet then plugged off my modem before clicking 'Create Account' (my wifi switch in keyboard does not work, the LED stays white instead of going orange when I press F12 key alone, but nvm). So it went to the screen where I encode my preferred username and so on then IT WORKED! It proceeded to the desktop screen and got the old docs in Windows.old and lastly, the laptop is not slow anymore.
