Thank you so much for posting your query! My colleague @Kuroi_Kenshi is currently out, but don't worry – I’ll be taking over and making sure we get this sorted for you.
CPU: Resizable BAR is supported on Intel 10th Gen or newer processors. If you have one of these, you're good to go
BIOS Update: Check if your laptop’s BIOS version supports it. You may need to update the BIOS if it's not listed.
Some laptops may not support Resizable BAR due to hardware limitations, so if you can't find the option, it may not be available on your model.

Sadly, I don't think HP ENVY 16 laptops have the ability through BIOS which is a shame, it really should have the ability because the hardware personally seems capable to me, but either way thank you so much for helping me with my software and DMI issues.
