Suddenly my laptop shut down and when I try to start it I m getting error- `your pc ran into a problem and needs to restart` and Machine Check Exception and then restaring itsef or freezing. at the end i cannot start laptop. Has anyone know what should I do

I am sorry about the issue you experience. I will be glad to guide you solve your computer related issues.
Your problem is known as Blue Screen of Death (BSOD). BSOD is kind of Windows self-protection feature. If you received a blue screen error, or stop code, the computer has shut down abruptly to protect itself from data loss.
A hardware device, its driver, or related software might have caused this error.What you describe could happen because of incompatible with Windows driver (most often) or because of hardware issue (rarely).
In order to troubleshoot, I would need some specific information.
Do you see anything else on the screen ? Any driver (.sys file) mentioned ? Would you be able to take a picture and post the entire screen message or just type the entire message ?
>> Have you performed any changes yourself recently ? Any new installations, updates ?
Test your hardware for issues
1. Please, shutdown the computer using the power button
2. Power it on.
2.1 As soon as you press the power-on button, immediately begin hitting the Esc button (like tap-tap-tap) even before anyhing appears on the screen
This should open a HP Startup Menu
3. Choose F2 to open System Diagnostics. Follow the on-screen instructions to perform System Test >> Quick test.

If the tests pass without issues, continue. If not, please, let me know.

You may follow step 4 in the article about System Restore and try restoring to a previous restore point before the issue started.

Can you boot to Windows desktop eventually ? In your initial post you mentioned you cannot but has anything changed ?

Restore back to a point where the PC was able to start (e.g. 1-2 days before the issue started).

Hello,
The instructions mention Windows 10 and Windows 8 - the video shows Windows 8. However, there is absolutely no difference between Windows 8 and Windows 10 with regards to how they handle the recovery process and System Restore specifically.
Can you enter Esc/F11 menu ? Can you open System Restore from there as mentioned in the instructions ?

Sorry to hear that. In such a case there is not much that can be done other reinstalling the entire operating system. Something has happened to corrupt Windows and it cannot boot.
Reinstalling can happen via different means depending on what OS you prefer and how Windows was installed initially.
First, let me know :
- is this your personal computer, personal asset ?
- is the drive encrypted by Microsoft BitLocker, HP Drive Encryption or other encryption software ?
- do you have any important files you want to back-up copy before proceeding ?
Second: If this is personal device:
- Did Windows came preinstalled on the device ? If so, which Windows was it - Win 7, 8, 10 ?
- Please, confirm you use Windows 10 ?
- If the PC came with older Windows version, how did you update/upgrade to Windows 10 and when ?
- Which Windows you prefer - Windows 10 or other ?

I have important files to save but so far could not reach desktop.
Its win10, since i received this device i have neither installed nor reinstalled Any software. Originally device is win10.
I would like to use win10.
But another problem is i cannot boot it with USB. When i enter boot menu via startup menu, boot cannot be started, after loading screen blue screen appears again it restarts itself.
