Any menu or dropdown I open closes before I can click on any of the options. It happens if I right click on the desktop screen to see the menu, right click on any of the programs/apps in the start menu to see the options, when I'm in a browser and click on a dropdown, etc. They all disappear before I can get a good look at any of the options or click on one.
In order to select the "Choose the board..." and "Operating System" options for this question, I had to click on the dropdown and then quickly use my down arrow to start paging through the options. That's the only way I could get the dropdown to appear for more than a second or two.
This is a brand new laptop that I've only used a couple times, so any help would be greatly appreciated.

Have you tried to connect an external mouse and see if it happens also?
Have you tried to see if it happens in Safe Mode?
Have you done any Windows Updates?
Have you tried using the HP Support Assistant?
The best document I have for TouchPad issues is the Using and Troubleshooting the TouchPad or ClickPad document. Please go to Mouse Properties and "restore all defaults" then apply and restart your Notebook.
Please make sure that all of your updates are done also. I have seen it in the past where this happened because an update did not go through.
