Oh it has a two part installation. I think it just finished the second which is the cause for the blinking.

So, its up and running... It is what it is.

Okay, Sir,. I went to F9 and booted it manually from there. I saw that there were four partitions I deleted them but one of them came back as "Unallocated Space". Pressed "Next" which did an install but brought me back to the same place only there are two partitions​ which I deleted one and remains one partition listed as primary.

Further details of both the Partition and Unallocated Space states it can not install windows to it because it has an MBR partition table. And on EFI systems windows can only be installed to GPT disks.

What do I now?

I forgot to mention that there are options below the partition list

Refresh
Delete
Format
New (not accessible greyed out)
Load Driver
Extend (not accessible greyed out)

The Unallocated Space is 500MB and it's free space of the same amount.
The Partition is 28.6GB with 20.4GB of free space

Windows​ cannot be installed in either drive.

Try repeating the fresh install by booting from the install USB and following the instructions here.  When you delete all the partitions it will show "unallocated space", that is not a partition, it's the bare drive waiting for partition creation.

I just want to clarify: I only have one USB and in the structions you say to start with Windows 8.1 and later on install Windows 10... So I'm supposed to have two USB one for 8.1 and another for 10?  I bought my HP Stream 14 with Windows 10 already installed....  I also have the product key for operating system.

And the last time I did this, I did not get the prompt to enter the product key even though I deleted all the partitions....

I did not get any prompts about product key  and other stuff. That's fine.  But, I'm trying to install the chipset drivers from hp and I got to a place where it says the following

 

"The Intel(R) Chipset Software Installation Utility requiers a supported chipset platform running on a supported operating system.  Check the System Requirements section of the READM.TXT file for more information."

 

Can you please lead me on this part?  I also have to restart my computer to add the ELAN update.

I suppose it is optional to download the other things as you did not instruct to download them.
