I handing done anything new to my laptop a couple days ago I turned it on and it went to the logo screen then to the recovering windows screen the turn black and started the same process again.

Have you run any Diagnostics on it? Immediately after powering on start tapping the Esc key. This will open a menu where F2 System Diagnostics is an option. Tap F2 key and run the tests.

I’ve tried that and nothing worked I’ve gone through all of the troubleshooting with a service tech and nothing now I want to do a service request to send it in and I don’t know how to product number

I recommend you contact support and they will assist you with the available service options for your computer.
Here is how you can get in touch with support.
1)Click on this link – www.hp.com/contacthp/
2)Select the product type.
3)Enter the serial number of your device or select let HP detect your product option.
4)Select the country from the drop-down.
5)You should see the HP phone support number or Chat option listed.
