Product: Hp Pavilion x360 convertable
So i had to reset my computer to factory deafult becuase of reasons and so then it restarted and it was starting to download windows when my computer actually ran out of battery and now its in that one infinite loop of going to that 64% downliading to restarting.

As you discovered, you must always have the power cord connected when resetting/reinstalling Windows.

 

Did you create your usb recovery media prior to resetting Windows?

If so, can you boot from that and re-install again?

Or can you go to F11 at boot and access the recovery again to start it over?

 

And remember to have the AC power cord plugged in.
